Background mode can be used to make amendments to the layout background and add annotations which should be permanently visible on the layout.
To access background mode, click the Background Mode tab on the toolbar.

This will also open the layers dialogue.

With background mode active, items in the background can be selected. Details of the background item selected are displayed in the right side panel.

The tools on the toolbar can be used to manipulate background items once selected.

To add annotations as a background item, unlock the Annotations (Background) layer and make it the active layer.
